Most Illustrious and Most Excellent Sir,

The inquiries which were instituted on account of the event of the 22nd August last, in consequence of which the three Chinese belonging to the Barrier gate were detained here, having been concluded, and the guilt of these men in relation to the said event having resulted from their depositions, or at least their neglect in the performance of their duties, the said three individuals were, in conformity with the declaration previously made by this Council to the Viceroy of Canton, sent to him on the 24th instant, accompanied by a Despatch, copy of which this Council have the honor to transmit herewith for Your Excellency's information.
